IRAQI  HEALTH  MINISTRY

Health ministry was founded in the middle of previous century. Its task is to provide health and medical services to every Iraqi citizen during normal and emergency circumstances in the country. The ministry also administrates the affairs of health and medical cadres in Iraq. It has a responsibility to provide best requirements of curative and health preventive security to all individuals of society. Health services have been developed by the ministry of health and its facilities .Consultative and service facilities expanded in a remarkable way. Iraqi people, hospitals and health centers suffered from wars and destruction. But, in spite of all these circumstances, health ministry and its cadres could provide best services to Iraqi citizens  
 

Directorates and facilities of health ministry 
 

Minister’s office 

Minister’s office administrates and organizes ministry’s affairs and minister’s work .This office also arranges the meetings of citizens, facilities and journalists with minister of health in cooperation with information department in the ministry’s office. Forensic medicine institute connected to the minister’s office directly.

Ministry’s deputy of administrative affairs 

Ministry’s deputy has a private office which administrates and organizes his works according to his powers within the ministry. This office also follows up the administrative plan and the ways its implementation in cooperation with other directorates of the ministry.    

Ministry’s Deputy of technical affairs  

Ministry’s deputy has a private office which administrates and organizes his works with ministry. This office also follows up the works of health facilities technically. It also evaluate the technical implementation  of the cadres and the equipment in use. 

Office of national consultant for mental health 

This office was founded after the events of 9/4/2003. Its task is to raise work level and efficiency of psychiatric health services of health facilities in the country that suitable with new situation in Iraq as well as an attempt to tackle psychiatric crisis in Iraqi Society.  

Legal consultant office 

Legal consultant office was founded after the events of 9/4/2004. Its task is to make restudying in general to the health legislations and to submit legal consultations of many cases which have appeared during this period. This office also presents consultations about the cases which transfer from health minister, or from other ministry’s directorates and health general directorates in the governorates. It checks all previous  contracts of oil in return for food .Restudying the invitations related to contracts and bids. It also submits draft regulations and laws to the state council related to the private sector. 

Ministry’s office

 This office has several sections. It implements the following tasks:

1- Following-up and executing instructions issued by high level authorities.

2- Arranging agreements with friendly states.

3- Giving opportunities for treatment patients abroad.

4- Providing printing requirements, issue prints and publications.

5- Information covering of health activities.

6-  Securing nets and electronic sites to the ministry and its facilities in addition to maintain computers. 

  General inspector office

 It is an independent office. It is attached with minister technically. it has an important tasks . supervising to the government and non-governmental facilities.
It follows-up work and efficiency of these facilities according to the laws and instructions. it also fix the reason of failure in addition to follow-up citizens’ complaints against health facilities.

  Legal, financial and administrative directorate

 Its task is to administrate and organize the affairs of cadres generally. It also follows-up the arrangement of the accounting and financial matters of the ministry in addition to legislate health laws in a way that suitable with current circumstances. It also offers legal consultations . Representing health ministry legally in the juridical issues,  complaints and forensic investigations .

 Directorate of medical operations and specialized services

 It was founded after the events of 9/4/2003 under the name of military medical treatment. The aim of its foundation was to transform the cadres of military medical treatment from ministry of defense to the ministry of health. The work of this directorate has developed especially after adding new missions to its work.
Cadres of military medical treatment annexed with health ministry completely. It supervises to the departments of ambulance service, emergency medicine, control of disasters through center of ministry’s operations, care of private categories who enjoying the patronage of health care such as armed forces, handicapped persons, those who have special needs to the health services in the prisons and the medical services of aviation and airports.

  Directorate of planning and develop resources

 Its task is to put and implement strategic plans and health policies in order to continue the work in the health facilities by submitting and appreciation financial balances. It also supervises of distribution the technical, health and medical professions to all ministries’ facilities It also makes required census to fix the failure places and the increasing in that facilities. It evaluates health situation in the country as well as drawing organizational structure of the ministry and its directorates.

Directorate of technical affairs

 It follows up the technical implementation of health government and non-governmental facilities. It also puts required conditions for giving licenses to open pharmacies and laboratories. This directorate works to fix the amounts of medicines and curative appliances to these facilities. It also follows up the registration of companies which have direct connection with work of the  health ministry.

 Directorate of projects & engineering Services

 It is a new established directorate .Its name was department of buildings planning. Its main task is to build and rehabilitate health facilities which belong to health ministry .It also acts to develop and follow-up the implementation works of reconstructions either implemented by health ministry or human Organizations and donated states. This directorate has the responsibility to follow-up and implement these projects in all governorates in addition to evaluate the implementation of these projects and to fix the inclination places in the drawing plan for implementing every project. This directorate should implement small and big projects which belong to directorates of ministry’s center.

  Directorate of public health and primary health care  

 This directorate was founded with foundation of health ministry .It has direct relation with daily life of individual . It exerts more efforts to achieve a good health in the Society by supervision to food and medicines. It acts to immunize citizen against epidemic diseases .It also interests of preventive health, spread health awareness in the whole country, create full health environment to the individual either in school or in work and street even in the house through its cooperation with directorates which belong to the health ministry or other government and non-governmental facilities.

 General company for marketing medicines and medical appliances

 Its task is to import and marketing what Iraq needs from medicines, chemicals, Serums, vaccines, scientific and medical appliances, service and medical equipment. This company is unique importer to the public sector .It also arranges  contracts and agreements inside and outside Iraq .It also opens stores and branches to the medicine information bureau inside and outside the country in order to achieve its targets.

 Directorate of popular medical clinics

 It administrates the popular medical clinics and evening health insurance clinics.It also provides all requirements to insure submitting suitable health services to citizen Free of charge. It exerts more efforts to provide medicines which are not available in the local market It has distinguished work by providing medicines of chronic diseases.

  Directorate of medical city

 This directorate consists to all medical specializations to various hospitals and centers to treat the patients .It has a good cadres who exert all their efforts to treat the patients and rehabilitate their working place with high efficiency. It provides its facilities with modern equipment to examine and treat the Iraqi citizen with low prices.
